            The Council of Ministers of the State of Kuwait welcomed the constructive and historic step reached by the Governing Council in Iraq with regard to the agreement on a provisional constitution which will represent a viable contribution in facilitating the transfer of sovereignty to the Iraqis, the restoration of security and stability, as well as the improvement of the living conditions for the Iraqi people.

            On the other hand, the Council of Ministers expressed Kuwait’s regret and condemnation of the ongoing terrorist acts which are aimed at all Iraqis and their national unity.  The latest of those acts took place this morning when powerful blasts rocked both cities of Karbala and Baghdad causing the death and injury of tens of innocent people while they were celebrating the commemoration of the martyrdom of Imam Hussein Bin Ali, May God bless his soul, which is a religious event requiring all to abide by its noble concepts and spiritual values.

            In the face of these bloody events, the Council of Ministers expressed its deepest sympathy and offered its most sincere condolences to the Iraqi people and families of the victims. Kuwait organized the dispatch of a fully-equipped and staffed medical convoy to assist the Iraqi people to overcome this ordeal.

            The Council of Ministers expressed its hope that peace and security would prevail all over Iraq and that the Iraqi people would overcome this critical security situation, thus enjoying peace and stability.
